Rainbow Village began as an ordinary military dependents' settlement and was transformed by Huang Yung-Fu, the veteran affectionately known as "Rainbow Grandpa." He started painting birds, animals, people, and bright ornamental patterns on the remaining houses in an effort to save the site from demolition, and students later campaigned to preserve it.
